Trump delays decision on auto tariffs for up to six months

By removing the metals tariffs on Canada and Mexico, Trump cleared a key roadblock to a North American trade pact his team negotiated a year ago.

Prime Minister Justin Trudeau is making an unscheduled, last-minute trip to Hamilton, Canada's steel-manufacturing capital, where he's expected to confirm the breakthrough at an event at steel giant Stelco with Foreign Affairs Minister Chrystia Freeland and Finance Minister Bill Morneau.

A report by the Commerce Department had found that America's innovation capacity "is now at serious risk as imports continue to displace American-owned production". They would also lift their retaliatory tariffs on the U.S.

"Now we can work together to deal with overproduction outside of North America and approve the improved free-trade deal".

The president says he'll decide whether to take further action in 180 days if more robust protection is needed.

In 2018 the U.S. imported $191.7 billion in passenger vehicles and light trucks, with more than $90 billion of these imports coming from Canada and Mexico, which are duty-free under USMCA, Bloomberg says.

Critics said Canada and Mexico were willing to negotiate changes to the NAFTA agreement and that the tariffs were not needed.

The U.S. accuses Beijing of stealing trade secrets and forcing American companies to hand over technology in a head-long push to challenge American technological dominance.

"After such consultations, the importing party may impose duties of 25%for steel and 10 percent for aluminum in respect to the individual product (s) where the surge took place (on the basis of the individual product categories set forth in the attached chart)". The decision sparked retaliatory duties from Canada and Mexico on USA farming goods and other products, and left the potential that lawmakers in all three nations wouldn't ratify the deal.

Meanwhile, Trump is locked in a high stakes rumble with China. It had 12% of USA auto sales in 2017. After he announced the tariffs, more than 100 Republican members of Congress signed a letter criticizing the move.

The agreement will end the continental trade war that has raged for most of the previous year.

But, while foreign-branded autos are popular in the United States, many automakers have championed their US-based manufacturing operations in places like Alabama, Kentucky and SC.

Those tariffs mainly targeted agricultural products, include pork, potatoes, apples and cheese.

But the USA imposes a 25 percent tax on imported light trucks, the most profitable market segment for American companies.
