Why the U.S. is seeking $501m from North Korea

Judge orders North Korea to pay $500 million to family of Otto Warmbier: report

The lawsuit filed in April states, "North Korea, which is a rogue regime, took Otto hostage for its own wrongful ends and brutally tortured and murdered him".

In early June 2017, Warmbier's parents were informed he was in a coma and had been in that condition for one year.

This story is still developing.

A United States judge has ordered North Korea to pay damages to the family of a student who died in the USA after being released from North Korean custody, yet, behind the scenes, both sides seem to have bigger questions in mind. "However, we provided him with honest medical care on humanitarian grounds in consideration of his failing health until he returned to the U.S.", North Korea said in September a year ago.

Monday's decision by the District Court for the District of Columbia came after the student's parents, Cindy and Fred Warmbier, filed a $1.1 billion lawsuit against the government of North Korean supreme leader Kim Jong Un.

However it is largely a symbolic victory for Otto's family, as there is no mechanism through which the country can be forced to pay.

After he was repatriated to the United States in a coma, the 22-year-old died from a lack of oxygen and blood to the brain, an OH coroner said.

Israel to hold early elections in April
Ultra-Orthodox parties consider conscription a taboo, fearing that military service will lead to immersion in secularism. He said the coalition's potential compromise was a bad deal and his party "will not give a hand to draft dodging".

The judge awarded $450 million in punitive damages to Warmbier's parents and his estate; the remainder of the judgment was for pain and suffering, economic losses and medical costs.

Howell said North Korea did not submit any response to the lawsuit, which the family filed under the Foreign Sovereign Immunities Act, a USA law that allows lawsuits against foreign governments over offenses not considered to be covered by diplomatic immunity.

Visiting the country as a tourist, North Korean state media said he was sentenced to 15 years of hard labour for attempting to steal an item bearing a propaganda slogan from his hotel.

Howell agreed with the family's attorneys, Richard Cullen, Benjamin Hatch and Rebecca Gantt, who had argued that Warmbier was used as a pawn in a high-stakes confrontation with the United States. He was imprisoned by the North Korean government and suffered severe brain damage, but there were no signs of physical trauma.

"Otto excelled at all that he set out to do in his young life", the judge wrote, and his nature "makes highly plausible that this success would have continued".

Senator Robert Portman of OH, who had secretly met North Korean officials as he pushed for Warmbier's release, hailed the court verdict.

The lead neurologist who treated him when he arrived back in the U.S. Banks in places such as China that conduct business with North Korea could be subject to fines for violating sanctions, he said, and he thinks there are other potential sources of money. "As a family, mother, father, sister and brother, we would like to thank all those who knew and loved Otto, and for all those who supported us and our mission to hold Kim liable for his actions", the statement reads.
