"There are a number of scenarios being floated in Government without, I think, people really engaging on the consequences of that - either the effect to our democracy of not delivering on the referendum, not having Brexit - or the idea that we can cherry-pick and have some managed no-deal where the European Union will suspend its own red lines, which I don't think is feasible".

Several ministers, including education minister Damian Hinds, have said they are open to putting the range of options to parliament to see if there is a majority for any of them.

Theresa May's Cabinet has agreed to ramp up preparations for a no-deal Brexit, 101 days before the United Kingdom is due to leave the European Union.

And the Lib Dems, who are campaigning for another referendum, said the government was "attempting to scare" MPs, businesses and the public with the threat of a no-deal.

May last week survived a party confidence vote initiated by her own Conservative colleagues opposed to her Brexit strategy, but emerged badly wounded after a third of her parliamentary party voted to oust her.

With the European Union unlikely to offer concessions that would win over MPs, more politicians are backing a second referendum, something some of May's ministers say could be avoided if the government tested Brexit scenarios in parliamentary votes.

Mrs Leadsom told Today: "It's not Government policy".

The prime minister said rejecting her deal would "risk the jobs, services and security of the people we serve" at the price of "turning our backs on an agreement with our neighbours that honours the referendum and provides for a smooth and orderly exit".

Mr Varadkar said there are "45 items" that will need to be dealt with - but they are not all primary legislation that will need Dáil approval.
