Walker was a top target of Democrats and a polarizing figure in his state, sweeping into office during the tea party wave of 2010 and gaining national attention by leading a rollback of union rights that led to protests inside the state Capitol.

Democrats made modest inroads against the GOP's commanding lead in governors' offices around the country after Tuesday's midterm elections.

Democrats did win gubernatorial races in Kansas, Wisconsin and IL, as well as four other states.

In Georgia, Democrat Stacey Abrams, who is vying to become the first African-American female governor in US history, has yet to concede though returns show her falling short of defeating Republican Secretary of State Brian Kemp to succeed term-limited Republican Gov. Nathan Deal.

Republicans entered Tuesday's election with a sizable advantage, controlling two-thirds of the 99 state legislative chambers and 33 governors' offices.

In Michigan, Democrat Gretchen Whitmer defeated Republican Bill Schuette, upending years of Republican control in the state.

Democrats took six legislative chambers away from Republicans on Tuesday night, giving them control of 37 across the country.

The Democratic Governors Association had focused on nine swing states - Colorado, Florida, Georgia, Maine, Michigan, Nevada, Ohio, Pennsylvania and Wisconsin - where it believes the governorships could be pivotal in congressional redistricting. Kobach, the secretary of state in Kansas, in August defeated incumbent Gov. Jeff Colyer in the state's Republican primary. But two of their marquee candidates appear to have fallen short.

"You'd think that if there was going to be a year that the Democrats were going to break through in OH at all levels, it would have been this year", he said. Wisconsin Republican Gov. Scott Walker, who unsuccessfully sought the presidency as a Republican in 2012, is trailing Democrat Tony Evers, the education superintendent, in the state's gubernatorial race. But their most promising gubernatorial candidates, Stacey Abrams and Andrew Gillum, lost in Georgia and Florida, respectively. Neither Georgia nor Florida has elected a Democratic governor in 20 years.

State legislative results were similarly mixed (as were congressional outcomes). Democrats now have complete control of state government in Colorado, New York, Illinois, Maine and New Mexico.

The governor's races have extra emphasis in 28 states where the winners will serve four-year terms with the potential power to approve or reject district boundaries drawn for Congress or state legislatures. Sherrod Brown and gaining 27 seats for control of the U.S. House of Representatives. In some states, a governor's power to sign or veto congressional maps could decide the partisan balance.

Republicans were largely on defense but also were angling for gains in a few traditionally Democratic states, such CT. The former legislative leader will become the second female governor in a state where Democrats heavily targeted other statewide and legislative offices. But Democrat Christine Hallquist lost her bid to become the first openly transgender USA governor in Vermont, where Republican incumbent Phil Scott won re-election.
