Rescue crews in Onslow County helped evacuate 70 people from a Jacksonville hotel early Friday after the roof collapsed and rain rushed in.

It remains a Category 1 hurricane with top sustained winds of 80 miles per hour, but stronger wind gusts have been reported.

According to a report from the J.P. Morgan Chase Institute, extreme weather events like the one now battering the Carolinas and Virginia can have far-reaching effects on consumers' wallets, impacting their spending for months after the storm has cleared.

The Red Cross said it had to cancel many blood drives in the area due to Florence and is urging residents in non-impacted areas to give blood.

Downtown New Bern, on the Neuse River also is flooded.

Parker says water levels in some areas of Craven County are already higher than levels from Hurricane Irene.

Travel is extremely hazardous because of storm surge, Trogdon said, and will only get worse.

The state's transportation secretary, James Trogdon, said the state may see "flood events" that normally only occur once every 1,000 years. Forecasters said catastrophic freshwater flooding is expected well inland in the Carolinas over the next few days.

And about 46 miles farther up the waterfront, in New Bern, two FEMA teams were working on swift-water rescues and more were on the way. It was expected to slowly move southwest into SC before turning north, forecasters said.

Florence made landfall as a Category 1 hurricane at 7.15 am at Wrightsville Beach, a few miles east of Wilmington and not far from the SC line, coming ashore along a mostly boarded-up, emptied-out stretch of coastline.

Craven County public information officer Amber Parker says the storm surge has caused flooding in some downtown New Bern businesses, and Union Park is underwater.

The National Weather Service measured storm surge in New Bern at 10 feet (3 meters) deep.

The storm was expected to become a tropical depression on Saturday and significant weakening was expected over the weekend, the NHC said in a bulletin. Forecasters said the onslaught could last for days, leaving a wide area under water from both heavy downpours and rising seas.

To prepare for this storm, businesses have been boarding up, and supplies have been readied for what is expected to be a large-scale relief operation.

A state of emergency was declared in five coastal states - North Carolina, South Carolina, Georgia, Maryland and Virginia. Thousands of soldiers from their National Guard forces have been mobilized.

However, even those inland are majorly affected.

North Carolina alone is forecast to get 9.6 trillion gallons, enough to cover the Tar Heel state to a depth of about 10 inches (25 centimeters). "That rain and that flooding equals danger".

This landfall has been a long time coming: The hurricane arrived more than two weeks after the National Hurricane Center issued its first advisory for the storm. Heavy rainfall, storm surge and wind seized the coast with Florence stalling at the coastline. Its designation then was "potential tropical cyclone six".
