Aerial footage show just how badly Florence has ravaged areas of North Carolina.

Mayor Dana Outlaw told NBC's "Meet the Press" on Sunday that numerous creeks in the area are "increasing by the hour" and there's concern about trees falling due to the saturated ground conditions. Hundreds were rescued in New Bern, a city of 30,000 at the confluence of the Neuse and Trent rivers.

He says waiting out a storm can also deplete resources.

That's the new North Carolina record for most rainfall from a single tropical system. Four people died in SC, including a woman whose auto hit a fallen tree.

Tropical Storm Florence yesterday trudged inland, flooding rivers and towns, toppling trees and cutting power to almost a million homes and businesses as it dumped huge amounts of rain on North and SC, causing five deaths.

With flood waters advancing rapidly in many communities, stranded people were being rescued by boat and by helicopter, while tens of thousands of others hunkered down in shelters.

In Lenoir County, North Carolina a person died while plugging in a generator.

"I thought I'd come out here and see if I could get more fuel, but no luck", said Steve McLean outside a Harris Teeter gasoline station that had electricity, but no gasoline. Local media said she suffered a heart attack.

Florence already has set a North Carolina record for rainfall totals, exceeding that of Hurricane Floyd, which struck in 1999 and caused 56 deaths.

South Carolina Governor Henry McMaster is giving another update on the state's response to Tropical Storm Florence.

Federal Emergency Management Agency (FEMA), Brock Long, said he expects the number of deaths to rise as flooding persists. They included three who died 'due to flash flooding and swift water on roadways, ' the Duplin County Sheriff's Office reported. Heavy rain is also in the forecast, with estimates showing over 20 inches near Jacksonville and toward New Bern.

Authorities on Saturday warned residents displaced by a killer hurricane that its devastation was far from over, as Florence dumped "epic amounts of rainfall" across the southeastern United States, bringing catastrophic flooding and up to 13 deaths. Both states also are at a risk of risky flash floods and river flooding.

The storm, which made landfall as a Category 1 hurricane on Friday morning and weakened to a tropical storm hours after, caused massive damage across the US states of North and SC by felling trees, splintering buildings, trapping hundreds of people, inundating communities and knocking out power.

One of those was the Waccamaw River in South Carolina's Horry County, which had reached 8.9 feet by Saturday; it floods at 11 feet. Its winds were down to 40 miles per hour (75 kph). "It's like are you gonna stay here or are we going to go ahead and leave?"

Florence's remnants are expected to keep traveling north and then northeast and could drop several inches of rain in eastern Tennessee and eastern Kentucky, southwest Virginia, West Virginia and Pennsylvania. An ominous tweet appeared on the historic North Carolina community's Twitter feed about 2 a.m. Friday. "Even though hurricanes are categorized by wind, it's the water that really causes the most loss of life".

More than 20,000 people were in 157 shelters in North Carolina, with almost 6,000 in SC shelters, officials said.

Fayetteville's city officials, meanwhile, got help from the Nebraska Task Force One search and rescue team to evacuate some 140 residents of an assisted living facility in Fayetteville to a safer location at a church.
